Sam Altman, the CEO of ChatGPT creator OpenAI, testified Tuesday, May 16, 2023 before the Senate Judiciary Subcommittee on Privacy, Technology and the Law as the panel examines potential rules for the use of artificial intelligence (AI).
New York University professor emeritus Gary Marcus and Christina Montgomery, IBM’s chief privacy and trust officer, also testified at the hearing.
ChatGPT is an artificial intelligence (AI) chatbot developed by OpenAI and released in November 2022. The name “ChatGPT” combines “Chat”, referring to its chatbot functionality, and “GPT”, which stands for Generative Pre-trained Transformer — a type of large language model (LLM) and a prominent framework for generative artificial intelligence that provides the bases for artificial neural networks (computing systems that model the biological brain).
OpenAI was founded in 2015 by Ilya Sutskever, Greg Brockman, Trevor Blackwell, Vicki Cheung, Andrej Karpathy, Durk Kingma, Jessica Livingston, John Schulman, Pamela Vagata, and Wojciech Zaremba, with Sam Altman and Elon Musk serving as the initial board members.
